I know that our civilian members (CMs) are anxiously awaiting for word on the way forward on deeming, and I committed to keeping you informed of the decisions that are being made. This decision has not been an easy one, nor should it be when employees futures hang in the balance.
I have heard your feedback some anxiously awaiting the change in their category of employment to make career choices, others feeling their connection with the organization will be altered. I know this process has been difficult for many.
As you know, extensive testing was completed in January to assess the overall stability of the Phoenix pay system and its readiness to receive CMs. The tests show that we have made substantial progress on the outstanding issues. However, even with this progress, we are not completely satisfied that all conditions are in place to successfully proceed with deeming on May 21, 2020, as planned. Like Vision 150, my commitment to you was and continues to be people first.
After careful consideration of these matters, the President of the Treasury Board, in consultation with the Minister of Public Safety, has decided to recommend to the Treasury Board that the May 21, 2020, planned deeming date be delayed.
Please know that I remain focused on the needs and interests of all our employees, and will keep you informed of the Treasury Boards decision and other matters related to deeming.
