On Tuesday, November 28, Acting Commissioner Daniel Dubeau issued a Force-wide communique announcing that the deeming of RCMP Civilian Members and their transfer to the Phoenix pay system will be put on hold until further notice. Acting Commissioner Dubeau’s message is here below.

Working closely with our colleagues at Treasury Board Secretariat (TBS) and Public Services and Procurement Canada (PSPC), it has been decided that the deeming of RCMP civilian members and their transfer to the Phoenix pay system will be put on hold until further notice.

Civilian members will eventually be deemed to be appointed under the Public Service Employment Act (PSEA), but the original deeming date of April 26, 2018 has been extended to a date yet to be determined by the Treasury Board.

Despite considerable work to facilitate a smooth transition of civilian members to the Phoenix pay system, we will not move forward with deeming until we resolve ongoing challenges and make sure that the Pay Centre and pay system are ready.

As a result of the hold on deeming, the blackout on civilian member staffing actions, that was to begin on December 1, has been lifted.

At this time, we are working with our colleagues at TBS and PSPC to determine next steps.
